Every year, the Animal Legal Defense Fund releases its State Animal Protection Laws Ranking Report, highlighting which states lead in protecting animals and which fall dangerously behind. The 2024 report reveals promising progress—but also troubling gaps that must be addressed.
The Best and Worst States for Animal Protection
According to the report, Oregon continues to lead the nation with the strongest animal protection laws, thanks to its comprehensive anti-cruelty statutes and tough enforcement measures. States like Massachusetts, Maine, Illinois, and Colorado also rank among the top five for their legal frameworks, which include strict penalties for abuse and strong protections for domestic animals.
Unfortunately, at the other end of the spectrum, North Dakota ranks last in animal protection laws, followed by Alabama, Idaho, Kentucky, and Mississippi. These states lack fundamental legal safeguards, such as mandatory psychological evaluations for convicted abusers, post-conviction possession bans, and inclusion of animals in domestic violence protection orders.
Progress in the Right Direction
One bright spot in this year’s rankings is South Carolina, which improved its standing by seven places thanks to its new bond-or-forfeit law. This law requires that individuals charged with animal cruelty either post a bond covering the cost of the animal’s care or forfeit ownership. This ensures that rescued animals receive the care they need while preventing shelters from being overwhelmed by costs.
Another major trend is the recognition of animal cruelty as a form of coercive control in domestic violence cases. Massachusetts, Vermont, New Jersey, and Colorado have updated their laws to acknowledge that abusers often use threats of harm against pets to control and manipulate their victims. This is a crucial step toward protecting both animals and the people who love them.
